About the Project
SquareOne received a generous donation of a 3.3-acre property at 2243 Roosevelt Boulevard in Eugene in 2020. Soon after, we began using the northern portion of the site to provide temporary, non-congregate shelter. That portion of the property later became the new home for Opportunity Village Eugene when it relocated from its original site in 2023.
The southern 2.0 acres of the property will become Rosa Village Co-op: a new limited-equity housing cooperative with 52 permanently affordable homes. The development will include 40 one-bedroom homes and 12 two-bedroom homes for households earning 60% or less of Lane County’s area median income.
Rosa Village builds on the success of Peace Village Co-op while advancing SquareOne’s long-term goal of making permanently affordable, resident-owned housing easier to replicate. Like SquareOne’s other co-ops, Rosa Village will use a shared-equity ownership model in which residents collectively govern the housing as members of the co-op, while long-term affordability is protected through SquareOne’s community land trust.
The project also marks an important step forward for cooperative housing in Oregon. Peace Village was made possible largely through one-time public resources connected to the American Rescue Plan Act. Since then, SquareOne has worked to make limited-equity co-ops compatible with more standard affordable housing tools, including Oregon’s LIFT Homeownership program, Oregon Affordable Housing Tax Credits, and property tax exemptions.
By combining these resources with community land trust stewardship and cooperative ownership, Rosa Village is helping establish a more replicable path for developing permanently affordable, resident-owned housing across Oregon.
As the housing development moves forward, SquareOne is also preparing the organizational foundation for a successful co-op. Initial occupancy is anticipated in January 2027, with membership application information to be released in the coming months. Sign up for notifications here.
