Rosa Village Co-op

About the Project

In 2020, SquareOne received a generous donation of a 3.3 acre property at 2243 Roosevelt Blvd in Eugene. We began using the northern portion of the site shortly thereafter to provide temporary, non-congregate shelter, which eventually evolved into the new home for Opportunity Village when it needed to relocate from its original site in 2023. 


The southern 2.0 acres of the site will be the future home of Rosa Village Co-op, with 52 new permanently affordable homes with construction scheduled to begin at the end of 2025. Following a similar shared-equity homeownership model, the Rosa Village builds on the recent success of our Peace Village development, while seeking to apply key lessons learned to refine our approach and maximize efficiency, affordability, and scalability. 


Most notably, it seeks to make advancements as our first co-op developed primarily with replicable financing sources. Peace Village was financed primarily with one-time subsidies (made possible by the American Rescue Plan Act of 2021), since regular public subsidy programs were not compatible with the cooperative ownership model at the time. Since then, SquareOne has spent considerable time and energy advocating for changes that now allow cooperatively owned housing to be compatible with Oregon's LIFT Homeownership program, Oregon Affordable Housing Tax Credits, and a property tax exemption. Rosa Village is planning to utilize all of these sources and incentives to pioneer a statewide, replicable model for developing limited-equity co-ops.

Village Design & Sustainability

Plans for Rosa Village include (40) one-bedroom stacked flats and (12) two-bedroom townhomes within a village setting that includes an 1,800 square foot common house with space for residents to gather, share a meal, do laundry, and access other shared resources and amenities. The common house opens onto a central, south-facing lawn with a community garden and gathering space, and plans also include a fenced dog run on the recessed eastern end of the property. 


Rather than designing from scratch, we looked to refine and improve upon a couple of the house plans from Peace Village in order to streamline design and construction. The buildings utilize "stacked wall" construction to eliminate costly complexities such as cantilevers and roof decks, reducing labor and material costs while improving durability. Standardized roof, wall, and floor assemblies, limits the number of construction assembly and cladding types to optimize contractor efficiency. Highly durable materials—including standing seam metal roofing with zero penetrations, fiber-cement siding, and vinyl windows—further minimize long-term maintenance costs.


Building sustainability measures include 2x8 wall construction, elevated air tightness measures, and heat pump water heaters & mini- split heating & cooling. Furthermore, Rosa Village makes advancements in our commitment to environmental sustainability with plans including an extensive PV solar installation, and the project is seeking Earth Advantage Plantinum certification.


Other improvements we are making include increased sound mitigation measures, adding an energy recovery ventilator (ERV) to increase ventilation with tight building envelope, and modest increases to the floor plans to enhance functionality and comfort.
